It seems the SNMP Service could be the issue I stopped and disabled the Windows Event Log service and then notice that the SNMP process had high CPU usage the SNMP Service wouldn't stop so I killed the task then restarted Windows Event Log service and cleared my Application log, and the events stopped As soon as I restart SNMP they start again
